A surge in flu and covid cases has increased pressure on the country's Emergency Departments.
The HSE is appealing to the public to consider using alternative facilities depending on the illness.
It's says 13 local injury units across the country are available for treating fractures.
HSE Chief Clincal Officer Colm Henry says flu cases are expected to peak in the next two weeks.
