Coastal towns and cities like Wexford, Cork and Limerick could be transformed by off-shore wind projects.
But Wind Energy Ireland says the massive economic opportunity looks set to be missed by the government.
The group says investment in Ireland's ports is needed now - if the government is to meet its target of delivering between seven and 10 off-shore wind farms by 2030.
