The HSE is investigating more than 80 claims of bullying among staff.
The cases date from 2020 until this year and it's claimed they represent 'the tip of the iceberg'.
Figures obtained for the Sunday Independent show the investigations were launched under the HSE's 'Dignity at Work' policy - which promises to protect employees from bullying and sexual harassment.
The paper claims there have been 10 formal investigations into sexual harassment in the workplace - with three complaints upheld so far.
It also reports that a recent HSE staff survey shows 27 percent of staff have experienced bullying or harassment from a manager or colleague.
