Almost 1 billion euro earmarked to provide housing has remained unspent over the past three years.
The funds could have provided for the building of 4,000 social and affordable homes.
Figures obtained by Sinn Fein's Housing Spokesperson Eoin O'Broin, and published in the Irish Times, show that 1.5 billion of the departments capital budget went unspent between 2020 and 2022, including almost 1 billion intended for social and affordable housing.
The impacts of the Covid pandemic when building sites were shut down, and the outbreak of war in Ukraine last year are being blamed according to a department spokesperson.
