The Irish Council for Civil Liberties says making it a "civil offence" to invite more than six people over for a party is far too confusing.
On Friday Government Ministers rejected Health Minister Stephen Donnelly's proposal to make holding or attending a party with more than six people a crime.
Instead plans to make a "civil offence" targeting householders are being drawn up.
Liam Herrick from the ICCL says the government needs to be far more straightforward about the public health rules.
