A 24 hour status yellow rainfall warning will come into effect across Connacht, Donegal, Cork, Kerry and Waterford from midnight on Monday.
Intense rainfall is expected at times on Monday night and on Tuesday.
Falls of 30 to 50mm are forecast and surface flooding is expected.
This rainfall will further elevate river levels and may result in river flooding also.
Meanwhile a status yellow wind warning will take hold across Munster and Wexford from 6am on Tuesday until 7pm
Strong southwest winds veer westerly with widespread mean wind speeds of between 50 and 65km/h and gusts of between 90 and 110km/h, higher in coastal areas.
